Anne McLoughlin

Interim Chief Executive Officer

Anne joined Arhag as Interim Chief Executive in October 2025. She has extensive leadership experience across housing, care and not-for-profit organisations, including serving as Chief Executive at multiple housing providers and holding a number of non-executive and advisory roles in the sector.

With a career spanning more than three decades, Anne has led teams delivering housing and support services for diverse communities across the UK. Her work has focused on creating inclusive, resident-centred organisations and fostering collaboration across housing, health and social care.

Anne is deeply committed to Arhag’s mission of providing quality homes and opportunities for migrants and refugees, ensuring that residents have a voice in shaping the services that matter most to them.

Andrew Shaw

Director of Finance & Resources

Andrew joined Arhag Housing Association in November 2020. He is our Director of Finance & Resources and is responsible for Finance, IT and HR. Andrew has worked in the social housing sector since 2003, including senior roles with various housing associations, from members of the G15 group of the largest associations in London to smaller providers. Most recently, Andrew filled a similar role at Crown Simmons, where he was part of the Leadership Team that successfully led the organisation through its successful integration into Southern Housing Group. Andrew is CIMA (Chartered Institute of Management Accountants) qualified and has an MBA (Masters Degree in Business Administration) from the Cass Business School.

Pamela Newman

Executive Director Customer Services

Pamela joined Arhag as Executive Director of Customer Services and Improvement in April 2025 and is responsible for compliance with the consumer standards. She brings over 10 years’ experience as a senior leader in housing, with expertise across mental health, learning disabilities, community engagement, and homelessness services.

Pamela is passionate about elevating resident voice, reducing the stigma in social housing and creating a resident-led culture for positive change. She lives in social housing herself and chairs the national customer council for one of London’s largest housing associations. Pamela is also a member of the G15 residents’ group, which represents one in ten Londoners, helping to ensure residents have a strong voice in government and housing policy discussions.
